Nvidia is again taking a chance by releasing an updated version of the RTX 3060 12GB. This type, company made it featuring a new GPU that stop its Ethereum mining performance
Increased demand for graphics cards from miners has made it much expensive and almost impossible to find one. Nvidia has used an unhackable Ethereum mining limiter which gives hopes that the availability of the latest RTX 3060, released on February 25, 2021, would be much improved than other cards.
Team green’s plan worked to a level, till the company launched a beta developer driver that surprisingly removed the hash rate limiter from most RTX 3060 cards. The driver was removed immediately, but with copies already produced, it was an incident too little and too late. Well, Nvidia firstly said the limiter wasn’t “just a driver thing.”
Doesn't seems to be implemented into driver. Looks like it's inside VBIOS, so OS agnostic.

It was believed that Nvidia would find a solution to block this driver. HKEPC Hardware reported that it has used a new GPU. It claims that the latest GA106-302 is about to replace the GA106-302 in the RTX 3060. Including the problem 470.05 developer driver, it will make all the previous drivers almost useless. Many other mechanisms have also been used to restrict Ethereum mining.
The new GPU is virtually the same as the present one, thus apparently there must no changes to the RTX 3060’s gaming performance. An anonymous Taiwanese manufacturer told that the shift has already been made and the latest variants of the card will come around May.
